Since the report of the 17th party conference called for "To explore a Giant Department System with the integrative government functions ", there has been many academic researches launched on this hot subject. Giant Department System and the reform comes to many deep-seated issues on involving the country's the administration management system and political institution. The purpose of this paper to study Giant Department System has three aspects. First, by studying Giant Department System practice of developed countries, the author wants to absorb useful ingredients for China's political system reform. Second, explore the intrinsic meaning of Giant Department. Third, through the study on Giant Department System, the author wants to reorganize the ideas about institutional reform, and give a mature consideration on the basic issues involved in Giant Department System.This thesis is divided into four parts, according to the three principles of the administrative management system: simplification, uniformity, and efficiency. From a theoretical point of view, the first part tries to answer the question "What is Giant Department System" problem in China's administrative reform context, through the study on Western countries'practice and characteristics of Giant Department System. The second part of the thesis analyzes the size of government in our country. It starts from a practical view of China's government size, and discusses the relationship between Giant Department System and streamlining the size of government. The third part of the thesis analyzes the functions of China's government. It starts from the structure of government, with the functions theory, and answers how Giant Department System to solve the cross-government functions, policies coming from different departments, the non-uniform of powers and responsibilities. The Forth part of the thesis analyzes the issue of China's institutional setup. According to the principle of efficiency, and to the organic structure that the decision-making, implementation and supervision of powers is separated, it discusses the issue of government department set up in both vertical and horizontal direction.
