Research On The Dynamic Mechanism Of The Third Sector Participation In County Governance

Since the county system was set up in Qin Dynasty,“county administration” has always been the most important governance unit in the political structure of our country.As the “bridge” connecting the urban and rural areas and the base of the national policy,both the governance content and the environment are becoming more and more complex in China's current governance situation.Especially when the county government fell into financial difficulties and inadequate governance capacity,county governance will be the weak link of the national power operation and the public governance chain.The rise and development of governance theory provides an important direction for the optimization of county governance,that is,the introduction of social participation in government governance,and the construction of a model of multi-power cooperation under the guidance of government.With the rapid development of China's economy and the continuous changing of the social structure,the interests and value demands of citizens are becoming more and more diverse.As the format bearing diverse interests and values,the third sector develops rapidly and plays an increasingly important role in grass-roots social governance and public service provision.The third sector participates in governance,not only can make up for government failure and market failure,but also can promote the effective transformation of grass-roots government functions and the growth and development of civil society.However,the participation of the third sector has encountered dilemmas from the grass-roots government,the third sector itself,enterprises and citizens,social infrastructure,institutional arrangements and participation path.Based on the serious shortage of participation of the third sector in the county governance,it is urgent to analyze the motive force of the participation of the third sector in a comprehensive and systematic way,and then construct a corresponding dynamic mechanism.In this paper,we choose county L,which is a moderate developed county in Henan province,as the example,and try to research the governance of the third sector in this county.From the perspective of the connotation,characteristics,basic motivation,the necessity and legality of the participation of the third sector,the author elaborates the main theoretical basis of the third sector's participation in governance.Then,through analyzing the current situation of the third sector's participation in governance and the functions of its dynamic mechanism,the author analyzes the influencing factors that restrict the formation of the dynamic mechanism in county L from the perspective of the subject level,the social level,system and the participation path of the grass-roots government,the third sector itself,enterprises and citizens.Based on this,the author analyzes the motivation elements,dynamic structure and the corresponding function principle of the third sector's governance from the theoretical level.Then,the author puts forward the dynamic mechanism model of the third sector's governance,that is,a mechanism on which the interests,values,systems,participation path and the subjects can influence each other,and the endogenous and the exogenous motivations can make mutual effects.On the basis of analyzing the possibilities of construction,the author tries to put forward the systematic construction path of the dynamic mechanism of the third sector's participation of governance from the perspective of interests,values,systems,participation path and subjects.The construction of the dynamic mechanism can help promoting the participation of the third sector in the local public governance,and play its due value and role.
