Analysis Of The Government Interests In Public Policy Formulating

Public policy process is the one in which the government utilizes power in hand to coordinate and integrate all kinds of social interest needs, and distribute authoritatively the whole social value. As the executive organ appointed from public power, the government should formulate policies, public interest given priority. However, with the development of market economy, the structure of social interest disintegrates and combines continually, which gradually awakens the interest consciousness of the government together with its members. Consequently, in the process of making policies , driven by the instinct o'frational economic man', it seeks to maximize its own benefits, even at the cost of public interest, which lead to mistakes in public policies, deviates from value judgement of public interest and undermines legal authority of public policies. Therefore, it has raised a significant subject in theory and practice, that is, to how to regulate and control government interest in a rational manner by means of rule and regulation design as well as ensuring that public policy formulating system operates, oriented towards the value judgement of public interest.Firstly, this thesis makes a preliminary exploration of the concept and charicteristics of government interest, drawing the pith of the relevant researches on this issue, This study concentrates on the expanded government interest. Meanwhile, government interest is analysed in process of public policy formulating. The author emphasizes that pulic policy making should attach great significance to the value judge of public interest . In the second part, applying public choice theory, game theory etc, this thesis makes a system atic study of the effect of government interest on public policy formulating. Thirdly, through process analysis model, game theory etc, combining the circumstances of China, this thesis analyses the reasons government interest exerts an influence on policy making. They run as follows: the defects of the mechanism and the irrationality of the interest motivation mechanism. Based on the proceeding analysis, the fourth part centers on how to construct rational government interest and guarantee the public value of public policies.This thesis select the topic of government interests in public policy formulating as the target of study, interest analysis as the perspective, public policy making as the point of penetration, and value judge of public interest in public policy formulating as the thread of logic. Employing the public choice theory, game theory and process analysis model etc, this thesis carries out a thorough analysis of public policy making. The author hopes that the government can efficiently regulate and control government interest and that this study can supply a reference frame for the improvement and rational construction of the system of public policy formulating.
