Culture Factor Exploration In Public Policy Formulating

Public policy process is the one in which the government utilizes power in hand ,oriented toward public interest and distribute authoritatively the whole social value. As the executive organ appointed from public power,the govement should formulate policies, public interest given priority. However,with the development of market economy,in the process of making policies,driven by the instinct of "fractional economic man",the govement seeks to maximize its own beneflts,in the basis oh which form the distorted value concept,even at the cost of public interest,which lead to mistakes in public policies,deviates from value judgments of public interest and undermines legal authority of public policies.These can be understanded in culture factor of public policy process.Therefore,it has raised a significant subject in theory and practice,that is,to how to guide government's value concept to provide people service by constructing culture as well as ensuring that public policy formulating operates,oriented towards the value judgment of public interest.Firstly,this thesis makes a preliminary exploration of the concept and function of culture, and the concept of public policy. Secondly,point out the concept and value orientation of culture industry. By it,analyze the policy attribute of Chinese culture biaozhicheng"and value defect.Thirdly, analyze defect of culture factor in process of public policy formulating.The final part centers on how to construct culture to guarantee the public value of public policies.This thesis select the topic of culture in public policy formulating as the target of study, value concept analysis as the perspective,public policy formulating as the point of penetration,and value judge of public interest in public policy formulating as the thread of logic to carrie out a thorough analysis of culture factor in public policy formulating.The author hopes that the government can efficiently guarantee public interest and that this study can supply a reference frame for the improvement and rational construction of the system of public policy formulating.
