Research On Rent-Seeking And Its Countermeasures Of Military Material Procurement

The theory of rent-seeking has been a hot topic in the western economic society since the mid 20^th century. It is also one of the most challenging subjects in research. The behavior of rent-seeking is a common phenomenon in the market economic and shunting countries, it is a non-productive one of the economic gambling, leading to the waste of social resources, repression of fair competitions, refusal of system creation, and resistance of social civilization.Military material procurement plays an important role in managing the military logistics throughout the world. Most of the developed countries have established sound military material procurement systems. In China, because of the lack of management experience and the flaw of the related system, military material procurement is in a very serious situation of power abuse and corruption, seriously affects the efficiency of the procurement and the visualization of the army. Therefore, it is an important issue to study how to effectively control the rent-seeking behaviors in military material procurement.At present, a certain amount of studies have been conducted on how to avoid such corruptions and how to perfect China' government procurement system. However, because of the military material procurement haven't carry into execution for some years, studies were unwonted conducted on the rent-seeking behaviors in military material procurement. Further more, these existing studies were primarily based on qualitative analysis and lack the analysis of microeconomic behaviors of the supplier and the officials, and thus the proposals in these studies are not so strongly operational. In view of these short comings, this paper combines economics, game theory, management theory and methods to expound the mechanism of military material procurement, particularly analyzed the causations, the taches and the effects on the development of economics and the army, utilize game theory analyzed the rent-seeking behaviors of correlated persons, in the end, some advices are introduced on intensify personnel control, perfect the military material procurement system, constitute all-around supervise mechanism and laws about military material procurement to restrain rent-seeking behavior.
