The People' Orderly Political Participation And Democratic Political Construction

The orderly political participations of citizens are both the significant force and the evaluation criterion of the democracy. And the non-institutionalized political participations of the citizens reflect the degree of the democracy development. Moreover the constructing of the democracy is the basic condition of promoting the political participations of citizens, which pushes ahead the development and the ripeness of the idea of the political participations and the legal idea of citizens and makes the level of the political participations perfect. In the process, the party in power, could promote and influence the development of the political participations of citizens, and will make most important contributions to the constructing of the democracy, and then at the same time the orderly political participations of citizens will also be a kind of force, which could reinforce and perfect the lead of the party in power and will advance its ministerial ability. In this article, the relationship of those three factors, the orderly political participations of citizens, the constructing of the democracy, and the party in power, is discussed. And the article also analyses the problems in the political participations of citizens in our country and the factors, which are preventing the orderly political participations of citizens, from the history of the development of the orderly political participations of citizens. From the discussion, we can see that, with the development of the market economy and the socialist democracy building, the ideas of democracy and political participations of citizens are forceful day after day, so that the significance of the political participations of citizens becomes more and more distinct. The orderly political participations of citizens, is an effective method of insisting socialist democracy and making the institutions of socialist democracy perfect, and is one of the important parts of the building of socialist political civilization, and also is a reflection of the strengthening of ministerial ability. For making the ability of the democracy in socialist state progress, it is necessary to push the orderly political participations of citizens. Without the true political participations of citizens, there would not be the real socialist democracy. How should we push the real socialist democracy, make the orderly citizens'participations extend, and promote the construction of socialist democracy, is an valuable issue in the foreland of theory research. Basing in the reasons above, this article discusses correlative issues briefly and then advances some suggestions in the level of policy.
