Supporting with this thought and conception, at the end of 1998, the cities such as Shenyang, Zhuhai and Hangzhou took up the public assessments of the government effect which were according to the principle of satisfaction in succession and gained delightful achievements.Founded in study and practice, with the collection of the experiences of the public assessment of the government effect in our country, the author of this thesis tries to find the problems and disadvantages in it, and then puts forward the settlement of the issue. This thesis is divided into two parts. One is the methodology study of the public assessment of the government effect and the other is the construction of the public assessment system of the government effect. The main content includes the discerning of the justness in a public assessment, compartmentalizing the government branches reasonably, confirming the essential steps of the public assessment, taking up the public assessment associated with other instruments, holding the tension of the public assessment, dealing with the continuous assessment and the conducting of the public assessment system to the government effect. The author does his best to catch hold of the present hotspots and emphasize particularly in the study of the public assessment instruments of the government effect. He tries to lead to the conclusion of the specific settlement and devotes his mind to the maneuverability of the instruments in order to make them helpful to overcome the difficulties and achieve success in the public assessment of the government everywhere.
