All the enterprises are pursuing high ROI and management achievement in order to survive in the drastic competition that is intensified by the technology reform. The manager should make general layout for the development of the enterprise from a strategic attitude facing the ceaseless change of the external environment. The performance management is just the bridge that connects strategic objective and daily management, so the manager should attach importance to the performance management of the company as much as the performance management of the employee which composes the performance of the company. So the strategic status of performance management has been more critical than ever. Performance assessment is the key element of performance management, and the design and implementation of performance assessment system is important to improve performance of the company.This dissertation takes the DT company as the investigative object. The author, who is working as the HR manager in DT company, has directed and implemented the building of performance assessment system in cooperation with a well-known management consulting company which supported the rapid development of this company. To establish the performance assessment system, the author has a deep research on the real situation of the company and widely absorbed advanced performance management thoughts, which gives it a general significance.Taking the research, project design and implementation of the performance assessment system of the DT company as main thread, aiming at the problem whichexists in the employee management and performance evaluation, on base of pay system which is founded on the job analysis and evaluation of the current enterprise's, this paper designed the performance assessment system according to the department, manager and employee, investigating the implementation of the performance assessment system and builds the basic stimulating framework of the enterprise.The significance of the paper is as follows: the performance assessment system which is applied to DT company is founded successfully via the performance management theory, technology and method and according to the real status of the human resource management of the high-tech industry, investigates the implementation and spread of the system and provides a reference for the performance assessment of the high-tech industry at the same time.
