Study On The System Of Public Participation In The Assessment Of Government Performance In China

In the theory of western political science and the thought of new public administration, public participation has always been paid great attention and considered as the center value in the modern democratic society and the important factor of government reform and management which focuses on the assessment of government performance.There was a late start of the study and practice of the assessment of government performance in China and the most of the current assessments are kind of Top-Down ones within an interior circle. The public just act as viewers in the process of the selection of performance indicators, the actual assessment and the use of results of the assessment. The public evaluation are sporadic and with short-term but not wide and systematic. One of its emerging limitations is that some local governments just take care of the satisfaction of the high-level authorities rather than the satisfaction of the public. To this problem, the thesis will focus on the position of the public in the assessment of government performance and how to establish a system of public participation in the assessment of government performance in order to further develop the channels and depth of public participation on the basis of the results of present research and practice, activate the forms of the assessment of performance and enhance the accuracy, impartiality, scientific and comprehensiveness of assessment of government performance.
