Since the 1990s the rise of e-government, e-government building produced an extensive and in-depth impact in the world. In order to promote faster development of e-government, States formulate corresponding policies and regulations according to their own national conditions of the e-government one after another. As the Representatives of developing countries and developed countries, China and the United States have their own characteristics and differences in the development of its e-government policies and regulations. Therefore, by comparing the e-government policies and regulations of the advanced experience with the United States, there would be a certain help and practical significance for the better development of China's e-govemment.The paper is divided into seven chapters:Chapter 1: Introduction. Briefly explained the background and significance of the topics, on the status quo at home and abroad, the paper's research and innovation and research methods.Chapter 2: Overview of e-government policies and regulations. Mainly on e-government, policy and legal and e-government policies and regulations related concepts.Chapter 3: China-US e-government policies and regulations and the development of the status quo.Introduced a system of e-government development policies and regulations, the status quo and their respective characteristics about China and the United States.Chapter 4: China-US E-government policies and regulations background comparison. This chapter made a detailed comparison about policies and regulations of the political, cultural, economic and technical background of China-US E-government.Chapter 5: China-US e-government policies and regulations objectives and management system comparison. This chapter analysis the similarities and differences between the two counrties' respective characteristics by comparing e-government policies and regulations of the objectives and management systems of China and the United States.Chapter 6: China-US content of e-government policies and regulations comparison. Comparison of the China-US specific e-government, information disclosure and information security, and other aspects of the characteristics and differences.Chapter 7: Enlightenment and recommendations. By comparison with the United States, the paper reached the advanced experience of the Enlightenment to China, and the measurement of China's electronic governance policies and regulations to be followed the principles and recommendations.
