Policy of school physical education as an important component of socialist legal system with Chinese characteristics must constantly improve and perfect, not only is the requirement of promoting the rule of law and legal scholarship, in accordance with the basic requirements of the rule of law. United States is a highly litigious country, developed its school sports, thanks in large part to ensure and promote a series of school physical education policies and legislation. As China turned from big country to sport power, various in school education, sports and other forms of transnational activities are more and more frequently, new problems encountered in international exchanges, needs close attention of scholars, legal strategies and lots of schools sports policy issues does not fit on the current regulations, many important policies and regulations needed to learn from developed countries’. For this reason, attention and learning United States school sports policy and regulation on completion and implementation of the policies and regulations of school physical education in China is of great significance.This subject uses many research methods, such as literature information, compared research, questionnaire survey, expert interview and so on. This research has researched the concept, and features and the effect of school physical education policy regulations, on Sino-US school sports related policy regulations of content, and implementation effect and insufficient for has compared analysis. Finally, we can learn development experience from United States school sports policy regulations, specific following: attention high-level of legislation, strengthened school sports legislation forecast; timely on school sports policy regulations for modify, Continuity and strengthen its normative; speed up the development of PE teachers ’ professional standards, promoting the professional development of PE teachers; fairly, pay attention to sports development in special student groups; strengthening of local policies and regulations of school physical education initiative; focus on written laws at the same time, appropriate learning and drawing on the complementary role of case law. This study, as United States school sports policy and regulation for reference, its essence, learning what they good for to help us to improve our policy and regulation, for perfecting school physical education policies and regulations provide a useful reference and inspiration to advance the process of school sports law scholarship, in accordance with the rule of law, safeguard for the sound operation of school physical education.
