This paper observes the history of the China's Peasant Associations and sums up its gains and losses, in order to explore the necessity and feasibility rebuilding the peasant Associations at present. First, the author summarizes the course of the development of the before and after the PRC's foundation and introduce the beginning of the Peasant Association and its gains and losses in different periods. Secondly, this paper focuses on the reasons of the Peasant Associations'ups and downs in 1950s and 1980s. The author thinks about that the Peasant Associations gives play to effect difficultly because of the subjective and objective factors' restriction. In 1950s, the Peasant Associations, as a law enforcement agency in the movement of the land reform, act as the role of party's organs of political. But, its has done hardly enough in protecting individual peasant rights and interests, improving peasants' knowledge and skills, farmers' life and so on . And a series of problems what has also been brought by its administrativization and bureaucratization caused that it was difficult to get around for the masses and government. Consequently, the masses of the Peasant Association was less strong. The 1980s' was built on the poor and lower-middle peasants Association, has made great achievements in few years by the reforming of the poor and lower-middle peasants Association and for attention to individual farmer. It gives mainly expression to reform people's mentality of the class struggle what is accustomed , strengthens unity between people, and concerns people's legal rights and interests on economic and daily life, and reflects the reback of humanism. The author sees importantly about the Peasant Association of 1980s'and introduces roundly its preparing and building of pilots in Hubei. And thinks about the flash-in-the-pan consequence . The experience and lessons of the Peasants Association after the founding of the PRC has active significance for rebuilding it now . The author further demonstrates the necessity and feasibility of rebuilding the Peasants Association on up-to-date China and thinks that doing it is urgent task what solves our country problems facing agriculture, rural areas and fanners, and is an inexorable trend of the social development of our country.
