China's rapid economic development has led to significant changes to the Chinese society and people's way of living and thinking. Such unprecedented social changes have brought great vitality to China's development and progress, but have resulted in various contradictions and problems which affect social harmony. In the real public management, much administrative decision harms citizen rights and public interests.In order to exercise people's rights and seek the public interest, people's wish of participating in public policy-making is more and more strong. However, the old public administration doesn't involve listening to the real needs of the people and the community. The public manager's job is only to make policy choices and implement them.To begin with, the essay analyses the necessity of the citizen participation in public policy-making, then, analyses the current states of citizen participation. At present, China's decision-making system is imperfect, the democracy-participating scope is narrow and decision-making-supervising lags behind, etc. How to resolve such problem is a important theoretical and practical topic.In my opinion, it is extremely important to change the traditional ruling idea: serve rather than steer. More and more attention should be paid to stress the importance of public participation and community decision-making. The public administrator is not the lone arbiter of the public interest, but it is a key actor within a larger system of governance including citizens, groups, as well as other institutions. In a word, Enhancing public administration is a prerequisite of building a harmonious society. The public administration system should be innovated, Service-oriented government should be established, community construction should be pushed forward and social organizations should be healthily developed. Government should take the responsibility with cooperation from non-governmental organizations and with participation of the public. Service should be accompanied with administration and administration should reflect service.
