Nowadays, international education has become a main trend and direction around the world. Many countries and organizations regard international education as an important subject and vigorously support its development. The USA has been focusing on the development of international education all the time and has built such prefect international education theory, policy and system that a lot of countries are trying to follow in its footsteps. This essay focuses on International Education Act, which was made in 1966. "International Education Act"was put forward with specific intentions of the USA. Politically, it attempted to advocate its political position and expand its global influence; diplomatically, it tried to develop pro-America consciousness by means of international education aid; economically, it implemented the administrative program which took reforms and innovation as its primary coverage. This paper approaches the bill from a historic perspective. Through reviewing these special backgrounds, as well as the developing history of"International Education Act", summarizing its primary intention and main measures, locating its historic significance and analyzing its advantages and disadvantages, hopefully, we can have a better knowledge of the development of the USA international education at that time. This paper is based on the research done by predecessors. Hoping can make a new understanding of the developing history, significance and influence of International Education l Act. International education is needed both in domestic and international environment. Under this circumstance, the policy, system and law-making of the USA international education will be continuously developed and improved.
