Since the Villagers' Committee Organization Act of the People's Republic of China was promulgated, the villagers' autonomy, whose principal contents including democratic election, democratic policy-making, democratic administration and democratic supervision, has greatly changed and improved the political life in the basic rural units. It has been more than 20 years since the first villagers' committee emerged in 1982. During these years, the villagers' consciousness of democracy and citizenship has been continually improved, and democracy has developed rapidly in rural areas. However, the development is not quite balanced and the villagers' autonomy system still has a lot of problems in practice. The thesis attempts to study the existing problems from the current relationship between thevillagers' committee,the local government,the Party branch and the villagers, and putforward relevant countermeasures from four levels.
