The author of this article use path-dependence theory of the western new Institutional economics as the starting point of the analysis. The author has analyzed the path dependence which existed to the reform of the administrative examination and approval system. In this paper, first review and sum up the administrative examination and approval system to track the evolution of a comprehensive since the founding of China. On this basis, the paper has analyzed the root of path-dependence in the reform of our administrative examniation and approval and specifically analyzed the cause why the reform of the system of administrative examination and approval can not get out of the cycle of reciprocating by the Western New Institutional Economics path dependence is the result of the impact of the institutional environment, the traditional ideas and concepts, organizational behavior. Because of this there are powerful this kind of path-dependence has caused administrative examniation and approval reform relapse.
