The Central Committee of the Party and the State Council have always attached great importance to the reform of the administrative management system,especially since the 18th National Congress of the Communist Party of China,constantly pushing forward the reform of the administrative management system,speeding up the transformation of functions and promoting the building of a government governed by the law.The reform of administrative examination and approval system plays an important role in transforming the functions of the government,The reform of the administrative examination and approval system as the reform of the administrative system of "pioneer",to improve the transformation of government functions and responsibilities,combing administrative operation mechanism,straighten out the market supervision system,promote the rule of law government construction,plays a very important role in the success of the reform of the administrative approval system,related to the rule of law in China to deepen the comprehensive the success of the reform.The core of administrative examination and approval is the examination and approval process.China's provinces and municipalities are embarking on the reform and pilot program of the administrative examination and approval process,which focuses on cleaning up the approval projects,shortening the approval time limit,reducing the approval link to improve efficiency and eliminate corruption.Over the years,the administrative examination and approval system has undergone several reforms.The procedure has been updated several times.Although the reform has been effective,it still does not match the requirements of the current market economy,and the reform of the county administrative examination and approval system is the first to bear the brunt.Therefore,it has very important theoretical significance and practical needs to study the problems of administrative examination and approval in the county administrative examination and approval reform and the relevant countermeasures.In this paper,the administrative approval system reform background,starting from the administrative examination and approval procedures,to the county government as the main body,from Jianchang County of Huludao city in Liaoning Province as the research object,aking Jianchang county administrative examination and approval as the research object,by combining theory research and application of the method,using the theory of public management and social so,the research of the county government in the administrative examination and approval process,using the relevant theories of public management to analyze the reasons,and puts forward the targeted countermeasures and suggestions,in order to establish and perfect our local government administrative examination and approval system and put forward constructive suggestions.There are six chapters:the first chapter,the introduction,mainly introduces the research background and research significance,the domestic and foreign research review,research ideas and research methods;the second chapter,the related concepts and theoretical basis;the third chapter analyzing the current situation of Jianchang county administrative examination and approval,including current initiatives and results achieved,remaining problems,analysis of the causes of the problems;the fifth chapter,by searching for the problems and analyzing the reasons,then puts forward the countermeasures to the administrative examination and approval of Jianchang County;the sixth chapter,conclusion.
