The Thought Of FRA Of The CPC And The Countermeasures To Landless Peasants

"FRA"namely farmer,rural areas and agriculture is the key problem during the process of building new socialist countryside. "FRA"has always been the core of the problem in the course of the reform and development of China.Reducing farmers and promoting the urbanization process are the important ways to solve the "FRA".The CPC central committee from 2004-2008 issued "No.1 Documenf"for five consecutive years.Promoting agriculture through industry and urbanization are the theme of "No.1 Document".From the experience of world,agricultual moderniztion is an extremly complicated process, particularly in China,In the process of agricultural modernization,to solve the problem of landless peasant is an arduous task. Farmers lost their land will become resent.This will definitely affect the pace of building new countryside. Premier wen ,in 2005 government work report clearly pointed out, farmers and stability of the society are the important task to solve the "FRA".This paper mainly applies the research methodlogy of the thought of FRA to solve the problem of landless peasants. In the first part, we piont out the status of landless peasants.Second, the author studied the phnomenon of land-lost peasants and anaglyzed the reason for it. Third, the austor put forward the opinion that the core of the problem of land-lost peasants is ineffective resettlement policy, not insuficient compensation and argued that the core to solving the problem of land-lost peasants is to solve the development problem of land-lost peasants.Finally, on the basis of comparing four kinds of land-lost peasants, namely, smoothly transiting, sharing benefit, centralized developing and integrated resettlement, the author put forward the opinion that developing-type resettlement way is the best selection to solve the development problem of land-lost peasants.
