Research On The Process Of Obtain Public Housing Of Urban Vulnerable Groups In The View Of Social Capital

During the period of economy transition and social structure adjustment in China Society, urban vulnerable groups' problems become more and more prominently, especially at housing-ensuring problem. At present, researches on this problem were mainly fasten on institution analysis, housing policy choice, housing reform measures models, financing channels, etc. Discussion was more about urban vulnerable groups' Social Capital structure, lacking reason and result, improvement methods after Social Capital Theory was introduced. However, little systemic research on the operation strategy of urban vulnerable groups' Social Capital was reported. Though urban vulnerable groups just own limited Social Capital, various operation strategies were applied to decrease the cost of gain assistance when they obtain rare resource like public hosing. Thus, view of Social Capital, together with case interview method, was managed to analyze the operation course and strategy of the process of urban vulnerable groups obtain the public hosing in this paper, in order to uncovering the most effective method of urban vulnerable groups' Social Capital operation strategy.Briefly, urban vulnerable groups' Social Capital structure and operation process were studied in this paper. As for urban vulnerable groups' Social Capital structure, at the macro level it means various ensuring policy, at the moderate level it means institution and community, at the micro level it means consanguinity, neighborhoods, workmates and friendships. But they were present lacking of Social Capital status at three levels due to institution obstruction, economy restriction and self reasons. As for urban vulnerable groups' Social Capital operation strategy, at the macro level they were short of positive operation strategy firstly, and keep on passive waiting secondly, lacking of subsequent operation strategy lastly, at the moderate level the effect of institution and community not present except justify the identity and inhabitation, at the micro level they gain information and identity positively at the first, shorten the wait time at the second, consolidate and enlarge social relations at the last. We can draw conclusion that the Social Capital operation strategy at three levels wasn't apart from each other. For urban vulnerable groups, the most effective method to obtain public hosing was penetrating the micro operation into the macro and moderate operation. The Chinese characteristics and springhead of this operation strategy was studied in this paper at the end, and the construction strategy of urban vulnerable group' Social Capital during the economy transition period.
