Study On Social Assistance Of Urban Vulnerable Groups Of China

During the social transition, the process of urbanization in the flow of resources and wealth reorganization led to the city vulnerable groups producing and their serious situation. If the status quo doesn't change, it will inevitably bring about vulnerable groups against the state and society, the reform and development of the society, and even extreme approach endangering social harmony will be taken. So the social assistance of city vulnerable groups has become issues requiring urgent solution of China. China's research to help vulnerable groups of society is mostly concentrated in the angle of sociology, and economics point of the study is extremely rare. In view of this, the paper from the view of economics using economics methods (such as game theory, etc.) to study the social assistance of urban vulnerable groups undoubtedly has a strong practical value and theoretical significance.Based on the analysis of the public economic theory, the social justice theory and the status quo for social assistance, the papers sees about the successful experience of developed countries, and then discuss the effectiveness and shortcomings of China's assistance policy to vulnerable groups. Finally several policy recommendations are brought forward.This paper is divided into four parts:The first part (Chapterâ… , Chapterâ…¡): First we define several related key concepts - vulnerable groups, urban vulnerable groups, social assistance, and from the offset market failures and the maintenance of social justice to clarify the theoretical basis and functions of financial assistance to the vulnerable groups.The second part (Chapterâ…¢,â…£): First Chapterâ…¢pointed out the classification, characteristics, causes of urban vulnerable groups, and if timely social aid isn't strengthened, it may cause waste of resources, the social injustice, resulting in abnormal " self-defence" and other losses. Chapterâ…£analyzes the status of social assistance of urban vulnerable groups, the problems of the order, and then found that China's social relief actual coverage is limited, the aid level is low, the rescue is of a single item, migrant workers' right could not be guaranteed and so forth. In view of the above problems and deficiencies the paper makes as analysis of the causes from the relief system, relief funds, and the central and local governments sharing the relief funds, aid management and so on.The third part (Chapter 5): In order to learn from the experience of developed countries, the paper is mainly discussing the relief situation of the United States, Sweden and Korea.Partâ…£(Chapter 6): Learning from the successful experiences of foreign countries, proposed several recommendations of perfecting China's social relief urban vulnerable groups, including: the promotion of social assistance legislation, extending financial assistance inputs, rationally defining the proportion of the central and local relief funds, manpower management and the establishment of relief aid classification mechanism, strengthening the "minimal assurance" and comprehensive social assistance, constructing social relief system of migrant workers as soon as possible, and promoting the diversification of employment.Overall, we have the following innovations: (1) Innovation on the Research Perspective: In recent years, domestic study of urban vulnerable groups is mainly concentrated in the fields of sociology, and the conclusions and recommendations are made by similar. In this paper, we consider social relief to the urban vulnerable groups as quasi-public goods from economics and finance perspective. (2) Innovation on the methods: Based on the analysis of the central and local governments sharing the relief funds, game theory analysis method is scarcely used.Of course, due to time and space constraints, this paper is limited in the research of crowding-out effect in the process of extrusion of the minimum livelihood guarantee system, the crowding-out effect will be studied further in the future.
