Study On Township Government Building During The Construction Of New Countryside

Exempting from agricultural tax and new countryside construction is the system design and innovation in practice to solve problems of agriculture, countryside and peasants. By remitting agricultural tax and constructing new countryside, the situation had a fundamental transformation. Presently, the new countryside construction is the top priority of China's rural work. As a grass-root political organization in rural society, the township government plays a leading role in the new countryside construction: But the problem that existing in the township government became the issue of the constraints in this role. Therefore, the township government building, which is also an important content, becomes the prerequisite and basis for the new countryside construction.The township government building, includes the structure construction and the function construction, namely, the reform of township government organization and the transformation of township government functions. Both are indispensable. In this paper, real diagnosis investigation was carried out by questionnaire, seminars, case studies, telephone interviews, and other social survey methods in Y County, Gansu Province. The relationship between the Party and the government and the relationship between the township government and the villages' self-government organizations are the primary contents of township government system. The investigation shows that the "party-committee-conference" is the organization foundation of the relationship between the Party and the government in western township of China. But there are also some disadvantages caused by the non-separation of the ruling Party and the government, by substituting the Party for government. After remitting the agricultural tax, the township government and the villagers' self-governmen organizations form a new "symbiotic relation". But the township government intervenes villagers' self-government affairs. The key issue of the township government institutions is the administrative pressure on the traditional manipulative regime, legal regime's flaw and the particularity of rural work. So we should strengthen the construction of gross-root democracy to change the operation of the township government, to construct a new correlation between government and party of "Party committee leading, the Party and the government making decision, NPC supervising, moderate dividing and synthesizing", to carry forward the democracy within the Party and the people's democracy, advancing the electoral system reform of township government.Of the transformation of the township government functions, after tax-free in the countryside, the township government has not changed from a "regulating government" to a "service government", but a "protective, hollow, dangling" government. At present, there are contradictions about public services in rural areas between higher ability to accept and a lower providing capacity. The reason lies in great deal of service bills in history, in the weak supplying capacity of countryside government, in the lack of serving motivation, in the inequality. Therefore, should the system and organizational system built on the transformation mechanism of the township government functions: dividing the duties and the scope of services of the township government scientifically, establishing equal protection mechanism of basic public services, building a multi-subject, multi-level system of public service providers, promoting the rural civil organizations to play an active role in providing public services.
