A Study On The Countermeasures For The Construction Of Township Service-oriented Government Under The Background Of The Conversion Of New And Old Kinetic Energy

On January 3,2018,the State Council approved the overall plan for the construction of Shandong new and old energy conversion comprehensive experimental zone.As the top three in China's economic aggregate,Shandong Province has the most pressure on the transformation of old energy to new energy.The comprehensive experimental zone for the transformation of new and old energy is the first regional national development strategy comprehensive experimental zone approved after the 19 th National Congress of the Communist Party of China,and also the first one in China to transform new and old energy into new energy The comprehensive pilot area of regional development strategy changed to the theme.In order to carry out this major project,in addition to the top-level policy design,Shandong Province is more important to explore the transformation of old and new driving forces into "the last kilometer".As the most basic state organ,township government is the political power organization that directly implements policies and serves the masses,with obvious basic and social characteristics.Under the new economic situation,it is necessary to study and strengthen the Service-oriented Township Government Undoubtedly,the construction of the government is of great significance to push forward the major project of transforming old and new kinetic energy.Based on the background of the transformation of the new and old driving forces and the full explanation of the theoretical connotation and significance of the construction of the township service-oriented government,this paper finds that the major project of the transformation of the new and old driving forces puts forward four new demands for the construction of the township service-oriented government,namely,the urgent need to strengthen the long-term planning function of economic development,innovation ability,legalization and credit government.In order to deepen the support of the transformation project of new and old kinetic energy,through the in-depth analysis of the case of D town in Shandong Province,the paper finds out the current practical problems in the construction of township service-oriented government,and puts forward reasonable suggestions in line with the promotion of the transformation project of new and old kinetic energy,especially in the aspects of streamlining administration and delegating power,strengthening public participation and credit government construction.
