The township government's public accountability means that the township government gains a certain extent of social approval, which is based on its own qualities, abilities, behaviour and so on; it also means the power of the township government's influence and call on the public, especially the grass-roots people. Public responsibility is the core of the elements that make up of the township government's public accountability. At present, the township government's public accountability is seriously weakened. It is mainly manifested in the following aspects: the status quo of the township government and its existing rationality are constantly being questioned; the township government is set to marginalization of the activities of charitable contributions; the relationship between grass-roots cadres and the masses is not harmony, and there exist serious contradictions between cadres and the masses in some areas. There are some objective external causes for the weakening of the township government's public accountability, such as the challenge from the awakening of civic consciousness in the process of grass-roots political modernization, the financial difficulties, and so on. However, the essential cause is the alienation of the spirit of public responsibility of the township government itself. For example, the township government and the officials lack credibility; the township government's formulation and implementation of public policies is often unfair and transparent; the township cadres' overall quality and ability are not good. In order to enhance public accountability, the township government should return to the spirit of public responsibility, remodel the ideal of public responsibility, and perform its public responsibility through reconstructing the township government's governance system.
