Government Accountability System In Our Country's Public Crisis Management Research

Public crisis management of Chinese government has increasingly improved in the process of coping with a series of crises in recent years. Meanwhile the government is committed to establishing a highly efficient public crisis management system and a scientific mechanism of public crisis management, it has ignored the construction of some relevant systems, among which the government administrative accountability system is the most indispensable but accidentally left out.Therefore, it is vital to establish and perfect government accountability system in public crisis management. Construction of the government accountability system is based on system standards and ethics for the government and the behavior of its officials which are derived from democratic delegation and social benchmark value. Government accountability system is a kind of system innovations in construction of the contemporary Chinese socialist political civilization and the inevitable of democratic politics. What’s more it is the necessary foundation for achieving high efficiency in government. Therefore it has the important practical significance to implement and perfect government accountability system in our country. However, there is still some predicament in practical implementing of this system such as defects in legal system, no unified accountability system from central to local, imbalance in local government accountability development in different places, weak operability of accountability system and large elasticity.So, based on the analysis of the present situation of government accountability in China’s public crisis management as well as the combination of effective experience from foreign countries, we are attempting to put forward some countermeasures in perfecting government accountability system in Chinese public crisis management, which include establishing and improving the related laws and regulations, clarifying accountability subject, broadening the scope of administration accountability, establishing procedures of administrative accountability and relief system, perfecting follow-up mechanism of administration accountability, innovating public administrative culture, constructing favorable administrative and legal ecological environment and effective implementation of government accountability system through the comprehensive supervision. We are expecting to clarify the liability, content and scope of government public crisis management, establish and perfect government accountability system and improve the government management ability in dealing with public crisis, which fulfill its value and function.
