A Study On The Role And Transformation Path Of Township Government In Public Service Operation

The fourth Plenary Session of the 19th CPC Central Committee proposed to consolidate the foundation of social governance at the grassroots level and build a new pattern of social.governance at the grassroots level.It also pointed out that "we should improve the functions of government public services,clarify the relationship between government and market,government and society,and promote the equalization and accessibility of basic public services".As the intersection of the state and rural society,township governments shoulder the responsibility of providing public services to rural areas and play a key role in the stability and development of rural society.Since the reform of agricultural taxes and fees,the system background of the operation of township government has changed greatly,and the township government has been lost in the transformation of its functions and gradually alienated from farmers,becoming a "floating" regime.In 2017,the central government proposed to "strengthen the public service function of township governments and promote the transformation of their functions...To further promote the modernization of the township governance system and governance capacity,in order to adapt to the increasingly heavier public service responsibilities,the township government's public service operation mode is bound to change.Therefore,this research takes the public service as the entry point,through the observation of the public service operation of township government to understand the role change of township government in the new era.This study of government ability theory and modern country building theory as the theoretical tools,by observing A township government public service processes and combined with the survey data of township and village cadres in henan province,found that the current township government is no longer A deal with the superior,service at A lower level,running errands "suspended" regime,but A play to the independence,activity and function of system,relationship,such as multiple osmosis of new government role,and thus puts forward the concept of "infiltration",to sum up the future development direction of relationship between township government and farmers.Then,this paper adopts the empirical analysis method to summarize and analyze the township government's behavior in the process of public service operation from four aspects:the development of local economy,the performance of public service functions,financial investment status and the participation of multiple forces in the township government's public service operation.And from the public,the validity,legality,three aspects put forward the permeability of township government in the public service role and the role of existence predicament,mainly including:type pressure under the system of public service function "soften",lacking the ability to finance,financial governance does not match the supply of public service,the main body of a single,cadre capacity restriction of villages and towns public service,etc.Finally,on the basis of summarizing the existing findings,the transformation path of township governments from "floating" to "permeable" is proposed,including improving the efficiency of public finance utilization and constructing the public foundation;Improve the management system of township governments and improve service efficiency;Strengthen the construction of cadres in towns and townships and improve the capacity of township governments;To promote the participation of social forces and enhance the effectiveness of the government;Through the integration of political parties,enhance the identity of residents.
