Exploring China's Social Accountability Mechanism Under The Dimension Of Public Governance

Constructing and perfecting social accountability in accordance with the Chinese socialism is the bridge connecting citizens,civil social groups and the government public affairs.It is also critical to the construction and advancement of Chinese government's modernization of its governance capability.Innovation and development of the mechanism of social accountability is a vital motivation of China's public governance development,and vice versa.The topic of this paper is under the paradigm of public governance,the problems and corresponding solutions of China's social accountability.First,this paper describes the basic underlying domain of social accountability under public governance;taking public governance as a prerequisite of the legality of social accountability,this paper clarifies the concept and features of public governance.Furthermore,this paper defines and describes the connotations and extensions of social accountability.Then,the paper,through vast amount of surveys conducted on China's practices of social accountability,summarizes the country's positive motivations and underlying problems of such policies.And from the root of the problems,combined with the characteristics of Chinese public governance,provides suggestions on how to tailor a perfected social accountability system pertinent to the Chinese socialistic characteristics.On top of that,this paper analyses more developed and advanced foreign social accountability policies,to serve as a reference while perfecting the Chinese counterpart of such policy.However,the emphasis is still on the distinguishing features of China's own society,and replicating the western ideas in its entirety is must be avoided.Finally,integrating the survey forms in the appendix,and the issues of implementation of Chinese social accountability under the larger picture of public governance,this paper proposes relatively specific methods of improvement of social accountability,hoping to forward long term development of social accountability under public governance.legitimacy of social responsibility question,defines the related concepts and characteristics of public governance,on this basis,the social connotation and extension of accountability mechanisms are defined and described.Secondly,based on the Chinese social accountability practice case to make the investigation,summarizing a lot of active power,responsibility and corresponding practice existence question in our society,to start from the root of the problem,combined with the characteristics of Chinese public governance to improve the existing social system and machine in our country in the construction and China socialism consistent with the social problem and put forward the corresponding suggestion and accountability mechanisms.Again,the society of advanced foreign accountability theory and practice case to do some analysis,in order to improve the Chinese reference social accountability mechanisms,but emphasizing the characteristics and Chinese line as the premise,avoid Westernization reference.Finally,combining with the questionnaire in the appendix,the combination of public governance under the background of social responsibility Chinese asked existing problems in the practice,put forward corresponding improvement measures of accountability mechanism and more specific society,in order to promote the development of foot long public governance under the dimension of social accountability mechanism.
