During the Cold war period, foreign aid was an important tool which was used by US and Soviet Union to compete. After the cold war had ended, the domestic and international environment of American has greatly changed. According to the US national security strategy and national interest, the Clinton administration and the Bush administration has made the adjustment to the foreign aid policy separately, and has had the corresponding influence.After the cold war, according to changed domestic and international situation, to match the Participation and Expansion Strategy, Clinton administration adjusted the US foreign aid policy. The adjustment mainly displayed in: the weak strategic and the multiplex adjustment in target, promoted Eastern European and the former Soviet Union area's importance in the key region aspect, carried on the contractility adjustment in the organization aspect. Through adjusting, the American foreign aid had played huge role in promoting American's economic boom and enlarged osmosis in Former Soviet Union and Eastern Europe area.The adjustment of Bush administration in the American foreign aid policy was deeply influenced by the event of"9·11". The Bush Administration promoted the strategic status of foreign aid again and linked the American aid with the global problems and counter-terrorism; additionally created some important foreign aid organization. The adjustments had displayed the positive role in expanding the global counter-terrorism front for US and seeking US national interest in the worldwide and promoting the American's international and domestic image.In conclusion, the essence of American foreign aid policy's adjustment after the cold war is not change. It serves for the US national security strategy adjustment and the national interests; it is the political tool of American for figuring for hegemony. The idea, organization and policy of American foreign aid have the representative, the researching of the American foreign aid policy's adjustment and the influence is helpful in enriching our country's understanding in theory and practice of the foreign aid, and can provide the beneficial reference in developing the international cooperation and development and the foreign policy to our country.
