Vietnam, located in the eastern part of the Indo-China Peninsula, is a country with a large population and great military power in Southeast Asia. It is known as the frontier barrier and the gateway of the Indochina Peninsula. The strategic position is very important. Vietnam is an important neighbor of China. They have a long history of contact and have the same political system. In terms of Vietnam, China is a very important country, which has the characteristics of "the socialist country ","neighboring country ","traditional friendly country" and "great country’. As one of the most important neighboring countries and regional countries, China occupies an important position in Vietnam’s foreign policy. Studying Vietnamese Foreign policy toward China has important practical and theoretical significance.The truth of the foreign policy is national interest. In addition, Geopolitical, security of strategy environment, economic growth are the same important basis of making foreign policy. In the early year of cold war, Vietnam and China maintained a "comrade and brother"-style intimate relationships. In the later period of the Cold War, Vietnam has achieved national unity. In foreign policy, Vietnamese invaded Kampuchea, adopt Anti-China policy and allied with the Soviet Union. Vietnam "one-sided " to the Soviet Union and treated China as its enemy. Sino-Vietnamese relations become tensions until the military conflict. That was greatly different from the previous "comrade and brother" style intimate relationships.After the end of the cold, Vietnam foreign policy toward China conducted a series of adjustments. Good neighborliness and comprehensive cooperation is the mainly Vietnam foreign policy toward China. The foreign policy of Vietnam toward China was more Pragmatic and Cooperative. The realms of foreign affairs become more variety.The adjustment of China’s foreign policy has an internal and an external factor. All of this are come form the internal interest, Geopolitical, National Environment, and China’s attitude. The need of promoting reform and economic growth are the Vietnam’s internal motivation of the adjustment to China’s foreign policy; Since the1980s and1990s, external pressure form the region and the world environments plays an extremely important role.Besides an introduction to the paper, there are four chapters in this paper.Chapter Ⅰ, the aim of this chapter is to provide a brief introduction about Vietnam’s foreign policy toward China during the Cold War and comb the content and features of Vietnamese Foreign policy’s adjustments toward China after the Cold War.Chapter Ⅱ focuses on the internal causes which influence Vietnam’s foreign policy for China. Firstly, the need of reform and opening enterprise in the domestic; secondly, the need of consolidating the socialist system; thirdly, the change of Vietnam’s leader’s world point of view.ChapterⅢ analyze the external causes of Vietnamese Foreign policy’s adjustments toward China after the Cold War. The main factors include the influence of the world situation and changes in the geopolitical environment, the factors of China, the US, Asian and the Russian.Chapter IV is the effectiveness and evaluation of foreign policy adjustment after the cold war in Vietnam. By analytic hierarchy process, analyze the influence of Vietnamese Foreign policy’s adjustments toward China to Sino-Vietnam relations, region, and international system. The adjustment promotes the normalization and the development of Sino-Vietnam, improve the relations with the surrounding countries, and maintain the region steady. Vietnam breaks the diplomatic incentives, gradually take part in regional and international affairs, and integrate into the international community. The international status of Vietnam was rising. On future development trend of Vietnam’s relations with China, this paper holds the view that in the future the targets of Vietnam will face future and have longing-term stability. However, there are some problems between two countries will influence the Vietnam’s foreign policy of toward china. It should not to be neglect.
