A Study Of The Innovation Of Management Mechanism Of The Local Public Services In Governance Perspective

The report to the Seventeenth National Congress of the Communist Party of China clearly stated .the task of"establishing a mature socialist market economic system, enhancing mechanism reform and innovation in all aspects, quickening the pace of reforms in significant fields and key links, comprehensively raising the level of opening up, and focusing on building a vigorous, efficient mechanism conducive to scientific development so as to provide powerful force and support for the development of socialism with Chinese characteristics."It revealed in depth the important status of system and mechanism innovation in developing socialism with Chinese characteristics. This paper took mechanism innovation as an important part of the innovation of the management mode of local public services, and discussed basic means of the innovation of management mechanism of the local public ervices from governance perspective.The whole paper was divided into four chapters: the first chapter stated the topic source and then brought forward the ideas, methods, contents, and possible creative points of the research after analyzing the background and significance of the study and reviewing relevant studies; the second chapter briefly introduced the core ideas of the governance theory and its applicability in the innovation of management mechanism of the local public services; the third chapter discussed the necessity of governance in the innovation of management mechanism of the local public services on the basis of looking into the history and current situation of the management mechanism of the local public services; the last chapter examined basic means of establishing governance-type management mechanism of the local public services from the aspects of responsibility allocation, funds guarantee, and costs control.The major research results and creative points lay in that the paper systematically proved the integration of governance theory and the innovation of management mechanism of the local public services from the three perspectives of value, theory, and practice. Meanwhile, the paper raised basic means of establishing governance-type management mechanism of the local public services.
