Research On Victimization Of Urban Vulnerable Groups

"Urban Vulnerable Groups" mean the people living in cities and being in a relatively economic and political disadvantage. The disadvantaged status of Urban Vulnerable Groups makes them more likely to be offended by crimes. It has a direct impact on the social harmony and stability. This article has both theoretical and practical significances.In the theoretical sense, the results of Western criminology scholars'survey showed that vulnerable groups were more apt to be offended by crimesâ‘ , and then it also exists in China? To test this point of view, we have conducted a positive investigation. The results confirm its accuracy.In the practical sense, in the past, the analysis of "Offender - Victim" tended to focus on specific, micro-process of crimes, but the macro-social background was rarely mentioned. On the basis of data collection and phenomenon description of Urban Vulnerable Groups, two reasons---social factors and individual factors---were found that Urban Vulnerable Groups suffered from crimes. Social factors (National Power System, Social Aid System and Preponderant Groups) include the imbalance of national power exercise; the disadvantage of Social Aid System and the discrimination from Preponderant Groups. Individual factors include the lack of rights awareness, prevention awareness and professional quality.We should make efforts in two measures in according to the reasons. To social factors, the focus of state power should be adjusted, the relationship between justice and efficiency should be rebalanced, all of social welfare policies should be correctly implemented and the positive role of community in victim preventing should be emphasized. Social Aid System should pay more attention to Urban Vulnerable Groups, especially the channels of employment. Preponderant Groups should use moderate means in competition and respect for vulnerable groups. When it comes to individual factors, it's necessary to strengthen the rights awareness and prevention awareness, and promote their professional quality, fundamentally reverse the situation of being offended easily.In short, through the comprehensive management with National Power System, Social Aid Systems, Preponderant Groups and Urban Vulnerable Groups, we want to achieve the purposes that decreasing the number of being offended by crimes ultimately.
