The study pays attention to the problem concerning the strategies and performance management of government organs in our country. The 17th National Congress of the Communist Party has made important strategic deployments for accelerating the reform in the administrative management system and building a service-oriented government. As an advanced tool for strategy and performance management in today's world, the balanced scorecard suits the requirements of the scientific outlook on development and building a socialist harmonious society. It is of great importance to promote balanced scorecard management conducted by government organs in upgrading the management performance of government organs and building a service-oriented government.The study combines the author's actual situation in engaging in the performance management of government organs with his working experience, focuses on the practical applications, reviews the mission, vision, core values and strategies of government organs concerning how to promote the advanced technology of strategy and performance management in today's world--balanced scorecard in government organs, makes plans, analyses, studies and quantifies the work related to government organs in accordance with four dimensions including customers, internal process, learning & development and fiscal cost, translates strategies into actions to build a service-oriented government which is featured by strong awareness of legal system, low cost of governance, efficient management performance and high-quality service. With relatively strong operational capability, the study also puts forward unique views, feasible measures and implementing ways. The promotion of the balanced scorecard management according to the theories, ways and methods put forward by this study will make substantive achievements in breaking a new way for advancing the strategies and performance management of government organs in our country and make proactive contributions to implementing the essential requirements of building for the public interests and exercising governance for the people, carrying out the scientific outlook on development and building a harmonious society.The study mainly adopts the following three methods in researching the promotion of the balanced scorecard management in government organs. The first is documentation method. It analyses the relative review of the balanced scorecard and conducts analyses of relative review to make definitions correctly and scientifically of the concept and make judgments, and conducts theoretical analyses and practical applications on this basis. The second is case-study method. The aim is to illustrate the relative theories of the balanced scorecard and its applications in government organs and nonprofit organizations and to introduce the relative cases at home and abroad with the focus of the cases of the Working Committee for Offices directly under the Qingdao Municipal Committee. The third is comparative method. On the one hand, the balanced scorecard is originated in the enterprise management. On the other hand, the aim is to explore its application in government organs and nonprofit organizations. This subject applies the comparative method to illustrate the general theories, principles & requirements, key links and implementing ways in promoting the balanced scorecard in government organs.The practice of promoting the balanced scorecard management in the Working Committee for Offices directly under the Qingdao Municipal Committee has raised widespread attention and was fully affirmed by the higher leading organs and experts at home and abroad. The Working Committee for Offices directly under the Qingdao Municipal Committee was successfully selected in the"Star Award for Executing Chinese Strategies"organized by the only China Affiliate of the Balanced Scorecard Collaborative [BSCol] (eGate) and became the only government organ which received the honor on 21st June, 2007.The conclusions are the followings through this study:1. The promotion of the balanced scorecard management is an important strategy and way to accelerate the reform in the administrative management system and to build a service-oriented government. Through the promotion of the balanced scorecard management, it could help government organs describe strategies, appraise strategies (appraising the strategy-oriented government performance), manage strategies and become a strategy-focused organization. It could also make the requirements deployed by the central committee be carried out in all respects in order to ensure the smooth implementation of government decrees and directives, and to ensure the government organs at all levels to pay more attention to service objects, working performance, internal process and learning & growth to realize the transformation from a regulative government to a service-oriented government.2. The promotion of the balanced scorecard management can realize the great transformation of the performance management of government organs. The transformation is conducted from paying attention to the enumeration of performance indicators to paying attention to the process improvement, from pursuing process control to focusing on the results while the process is being taken into consideration, from emphasizing on the performance assessment to emphasizing on the performance improvement with the focus of upgrading the performance, from paying attention to the personal behavior and attitude of civil servants to paying attention to the general governance capability of government organs, from introducing single management technology to paying attention to the comprehensive application of management technology.3. The promotion of the balanced scorecard management is an arduous and complex systematic project. The promotion of the balanced scorecard management in the local governments should be conducted through combination, transformation and innovation and be with the participation and guidance of experts and necessary financial investment on the basis of learning & researching, mastering the scientific nature in theory, the feasibility and validity in practice in the field of the balanced scorecard.
