With the deepening of administrative reform in China,the performance evaluation of government departments has been paid more and more attention.Since the beginning of the 1990 s,some local governments and departments in China have gradually introduced various types of performance evaluation methods,and have also explored performance evaluation from a single performance evaluation to a performance evaluation reflecting the scientific outlook on development.In the reports of the 18 th national congress and the19 th national congress of the communist party of China,it is mentioned to explore the establishment of a sound government performance evaluation system and improve the functions of departments.How to choose the appropriate performance evaluation tools is of great theoretical and practical significance for improving the performance evaluation of government departments.With this as the background,this paper adopts the method of balanced scorecard to explore an effective way to further improve the performance evaluation system of county A's government departments.With county A's government departments as the research object,this paper first of all,using the method of literature research and case combed the domestic and foreign relevant theories about government performance management and experience,and introduce the development of our country government performance management.Secondly,using the method of investigation and interview,this paper makes deep analysis on county A's government performance appraisal situation and existing problems.Then,through the analysis of the feasibility of the balanced scorecard is introduced into county A's government performance appraisal and reference to the balanced scorecard in government performance management experience at home and abroad,put forward the optimization of county A's government performance management train of thought.Finally,according to county A's government strategic target,work out county A's strategy map,determine county A's government performance evaluation indicators,to county A's government performance management system optimization.On the one hand,based on the balanced scorecard and in combination with the reality of county A,this paper is to establish a set of evaluation system that conforms to the scientific development concept and realize the strategy of serviceoriented government.On the other hand,it is expected to provide theoretical and practical reference for the optimization of county government performance evaluation system in China.
