With the rise of New Public Management and the arrival of Economic Knowledge Age, all governments are facing more and more challenges. In response to these challenges, governments must own qualified civil servants to be competent for the public administration management, which has became the key for the governments to acquire and maintain the competitive predominance. Thus, the training of civil servants has become a worldwide evergreen subject.The Principle of Traditional Personnel Administration assumed that the abilities of civil servants were standardized, and the purposes of the administration were to control and to utilize them under this condition. However, the Principle of Modern Human Resource Administration possessed a more active aspect, which believed that civil servants had potential. How well the environment was created by government played an important role in either stimulating or blocking civil servants' capacities. The educational training of career development that is organized by government is to consistently provide suitable and developmental incentives and to dig out the potential of civil servants, as a result, to improve the quality and efficiency of government's work. Therefore, it's quite essential to progress civil servants' career developmental training.The beginning of this paper summarized the theoretical base of the study and the worldwide conditions of civil servants training. Throughout the introduction of current civil servants training management and career development of our country, it analyzed the existing bottleneck of civil servants training, as well as made a suggestion to defeat the bottleneck by constructing a training system based on the core of career development. Moreover, the main research point of this paper is to analyze the civil servants career training of our country and to illustrate concrete procedures of training management. Lastly, the paper explained and demonstrated the outcome of the study by examining the case of civil servants training management based on career development of novice. The paper adopted the method of combining standard research and case study to make the research outcome systematically and scientifically.
