In the sequence of civil servants,the middle-level leadership group has the important responsibility to convey the order,and the career management and planning will play a very important role in fulfilling this responsibility.However,there are still some deficiencies in the pre-project research: there is little research on the subjects of the study on the civil servants in middle-level leadership positions;In the problem analysis is relatively broad and scattered,lacking of systematicness.This paper in the middle of the local administrative organ civil servant leadership positions as the research object,through the results of the investigation about the present situation of the career management training analysis,find out the various problems,and combining the theory of "system training model",from the training needs assessment,training plan and design,training,implementation,training result evaluation four aspects of training problems are summarized.Based on the experience of training civil servants abroad,this paper puts forward some Suggestions on how to improve the problems.The main points of this paper are:First,in the career management training for civil servants in middle-level leadership positions,there is a lack of demand survey before training.In terms of training plan and design,there are too few career management courses for the special group of middle-level leaders and civil servants,and insufficient student-centered guidance for the design of training content.Problems in training implementation include single training method,insufficient professional teachers,difficulty in training participants,and unscientific evaluation method and mechanism of training effect.Second,in the countermeasures of improving the career management training for civil servants in middle-level leadership positions,there is need investigation before the ramming training in the aspect of demand evaluation.In terms of training plan and design,the curriculum setting for mid-level leadership positions and the career management of civil servants should be added,and the training orientation centering on middle-level leadership positions and civil servants should be strengthened.In thetraining implementation aspect has the innovation and enrichment training way,strengthens the training teacher construction,strengthens the training system guarantee;The training result evaluation system is optimized.This paper,for the first time,takes civil servants in middle-level leadership positions as the object,systematically analyzes their career management training problems and countermeasures,and will provide some reference for the future scientific development of career management training for civil servants in middle-level leadership positions.
