The fairness in the employment of civil servants is the core in the employment system of civil servants through examination in China. The fairness is embodied through employment principles, examination process and standardized way of operation. The Civil Servants Law of the People's Republic of China confirms the legal status of the fairness in the employment of civil servant. With the development of the employment of civil servants through examination, more and more people emphasize many factors affecting the fairness of the employment of civil servant. The study of this problem is a part of the Western political system, but in China the study is far from enough. We only study the formation and development of the employment system, a comparison of the system between the Western countries and Eastern countries and the Royal Examination in ancient China. But the microcosmic aspects are not given enough attention. In reality, the study of the microcosmic aspects is directly linked to the fairness of the examination. In accordance with the characteristics of the civil servants examination, the study of the microcosmic aspects of the examination is beneficial to the enforcement of the laws, to the uniformity of the fairness of the system and the fairness in the operation of the system, to the solution of some problems in practice and to the strengthening of the vitality and social credibility of the examination system.In this article, the author studies the problem by research literature analysis, research results analysis, data analysis, logical inference and through induction and deduction. He recalled the civil servant examination and explained the connotations and characteristics, process and principles of the employment of civil servants. He also analyzed the similarities and dissimilarities of the employments of civil servants between China and foreign countries, the practice and development in the employments of civil servants in China, the experiences and practices in foreign countries. He studied the problems and factors affecting the fairness in the examination and offered some measures for the guarantee of the fairness in the employments of civil servants .By combing theory and practice, by drawing experiences from foreign countries, he offered a proposal of establishing a system of legal, graded and categorized examination and a follow up feed back. The fairness of the employment of civil servants may be enhanced through the improvement of the openness of the policies, the control of subjective factors and the scientificness in the technological factors.
