Since the Ministry of Personnel issued the Public institutions to recruit personnel Interim Provisions, at all levels of government personnel management department, public institutions to implement, the open recruitment public institutions of work and achieved good results, to further standardize the recruitment, recruitment system and gradually improve. However, in recent years, the recruitment of various issues around frequently exposed out, such as human targeted recruitment, directional recruitment, fraud recruitment phenomenon, gradually exposed various problems in new employee recruitment process of unfair.Public institutions to recruit job due to people’s livelihood, social and media attention degree is high. The fairness problem solution is not good, will affect the harmonious development of the credibility of the government and the society. So, the current focus of public institutions open recruitment work is how to ensure the fairness and justice.Therefore, the problem of recruitment for the background, through the unfair phenomenon, from public institutions to recruit the process carefully combing each step, various factors affecting the public institutions recruitment fair, through system analysis, countermeasure research, construct solutions of relatively perfect, in order to improve the fairness of the recruitment for public institutions.
