In our country, justice has been a topic of great concern, the Chinese saying goes,"is not scarcity and inequality" for the Chinese people in modern society, is how to define a fair and impartial What factors influence how will affect peoplea series of questions of attitude and behavior are very meaningful. The civil service as a master distribution of social resources, approval and policy makers a group, their moral convictions on procedural fairness judgments directly affect the level of policy formulation and impartiality of the in-depth perspective such a special group of civil servants is very meaningful.The study used the instrument to measure the moral beliefs for60Civil servants and used2(moral beliefs:threatened, not threatened)×2(Gender:male, female) two factors completely randomized design and phone survey two experimental methods to explore the moral beliefs of the civil service of procedural fairness judgments. The results showed that:(1) the moral beliefs of the civil service whether by threat of significant main effect of the program impartial judge;(2) when the policy decision-making bodies did not constitute a significant threat to people’s moral beliefs, the people’moral belief for euthanasia, homosexuality, animal welfare and procedural fairness judgment has nothing to do.(3) When the policy-making body form a possible threat to people’s moral beliefs, moral beliefs intensity and procedural fairness judgments were negatively correlated.
