Analysis Of The Problems And Solution In Public Crisis Management Of Township Government

Since the adoption of the Reform and Opening-up Policy, China has achieved rapid and steady economic and social developments during the past three decades. However, the social contradictions and public crises pose a threat to the stability and harmony of the society. It is one of the primary responsibilities of the government to prevent and handle such criese effectively and efficiently to provide a safe and harmonious social environment for the public in which the individual life and possession are secured. Right now there is no in-depth theories of public crisis management to guide the government in practice, and the efficiency of public crisis management is even lower in the township government level, especially in cases of a broader human and social contexts, due to insufficient fund and human resources and an unbalanced relationship between rights and reliabilities. The thesis, by analyzing the problems in public crisis management and the actions and policies taken by the township government against them, attempts to provide some useful suggestions in oreder to enhance the comprehensive capacity of the township government in the public crisis management.In the discussion of the responsibilities and mechanism of the public crisis management of the township government, the thesis first give a clear description of the current status of the public crises by analyzing such factors as their featurs, causes, and trends. The notion of public crisis management and the resposibilities of the township government are also defined. Then, based on the observations and analyses, the major problems and their causes of the township government in public crisis management are brought up and discussed. Finally, the suggestions to enhance the abilities of the township government in public crisis management are forwarded in three aspects:improving the public crisis management work in the ground level, streamlining the public crisis management mechanism, and building up the comprehensive capability of the township government.As one level of the central government, the township government is similar to its superiors in the function of public crisis management. This thesis, however, puts the emphasis on the uniqueness of the township government in the public crisis management and attempts to make this point clear by conducting a detailed analysis of the township government in the process of public crisis management.
