The innovation in science and technology has become a main factor in international competition. The innovation in science and technology must be on the basis of the investment in science and technology. The main problem of the investment in science and technology in our country is that the gross is insufficient .The investment in research and development is on the low side. The proportion between investment in research and development and the gross domestic product is on the low side.The article contents five chapters.
