Globalization changed the structure of international community fundamentally and international politics is turning into the new world politics. In the complicated transforming, global governance is facing the challenges of reallocation of power , expansion of participators' types and quantity, and sharp increasing of transnational problems. Adapting to the trend of globalization development, all kinds of actors of international community are taking actions through formal or informal system managing in the different areas on the world plane and shaking international politics order regarded the country as the main actors fundamentally.The Note begins the research of harmonious world with the new actor , that is Non-governmental organization, which is the creativity of the Note. Non-governmental organizations( NGOs for short) as the new kind of actors in international relation participate in the global governing broadly, propose actively the democracy of decision-making in the global affairs and take efforts to defend and promote world peace so as to become the main strength in structuring rational , impartial the whole world politics order gradually. However, the fact is , the theory of global governance represents a new way of human beings in confronting with common problems ,which is a new and beneficial trial, but a lot of troubles are still perplexing the development of international community the building of international political and economic order need the long persistent efforts of international community at present. It is necessary to make a set of common ethics rules under globalization condition for the global governance, which ought to contain the common characters of different ethics norms, including the rules and norms of ethics that people treat ecological environment, and the rules harmonizing the relation between human beings and the nature, person and person and they ought to be cross-cultural and trans-regional which people can accept and practice under given conditions. Only so can international politics and economy be sustainable development. The idea of harmonious world brought forward by Chinese government is one kind of the harmonious order idea, which is both an innovation of the idea and goal of international community development based on the scientific estimation of the whole development of world politics, economy and society by China leaders collective and a further direction for global governance to make different civilizations and interest groups co-existing and developing mutually. Non-governmental organizations, as the main representation of civil society, influence on international politics and play an important role in structuring the harmonious world through the process of global governance.The writer adopts the method of theory relating with practices and makes the conclusion. That is ,China should have the improvement of the basic rules of global international system in mind and take active part in the whole world regulation working for promoting the harmonious development of international order with mechanism. Therefore, on the way to the system of law, China should promote internationalized development of non-governmental organizations actively, from internal to international, meet with the world better, carry out international exchanges and cooperation in economy, sci-tech and culture more broadly, exert non-governmental organizations' civilian diplomacy sufficiently, make use of "soft strength " to set up the image of China peaceful rising and promote the harmonious world building.
