For the city, these changes are embodied in 5 aspects: the social system transition, the political system reform, the reconstruction of social stratum differentiation, the transform of social development stage and the cultural changes between urban and rural areas. The national income has been improved by reform and development, and the national spiritual civilization and material culture also have been greatly improved. At the same time, vulnerable groups have been attracted attention, and social assistance for vulnerable group has also become a hot topic of social concerning. It is difficult to get success for the vulnerable groups, because of their defects in physical agility, education and so on, even if the government can give them an equal competitive platform. If the vulnerable groups without the care and assistance form the government, they will be hard to get out of the “weak” situation.This paper wills analysis the situations of social assistance from the poverty families and low-income families in Nanchang. It will combine with the current Nanchang urban vulnerable groups and the existent problems will be found. By analyzing and concluding the experiences of the social assistance of vulnerable groups in foreign countries to table a proposal on perfecting the social assistance of vulnerable groups in Nanchang. For example, Promoting the legalization process of the assistance to the vulnerable groups, Establishing a unified assistance mechanism for the vulnerable groups, Pushing on the constructing of social assistance, Enhancing supervision, Paying attention to the psychological counseling for the vulnerable groups, Focus on the NGO's function and so on, to make sure the urban vulnerable groups can gain continuing better social assistance.
