On The Administrative Affinity

The present thesis, combining considerations about theoretical and practical problems, first defines the concept of administrative affinity. Based on this, in-depth analysis of its connotations and rationales are made by integrating the background it is against. A theoretical model is thereby established to approach administrative subject and the counter-part of administrative subject.The author argues that administrative affinity has four connotations, that is, it is consistent with the principle of legal administration, the principle of constitutional democracy, conformity with the law and regulations, the procedure of law, and that administrative affinity highlights and promotes the rights of the counter-part of administrative subject, improves the quality of administrative services, reduces administrative costs, and promote the dialogue and interaction between administrative subject and the counter-part of administrative subject.The thesis addresses the social reality we are facing, and, through the observed phenomena of administrative affinity deficiency in China, analyzes its theoretical and practical origins. To deal with these problems, the present thesis lastly proposes some solutions from three aspects: remodeling administrative concepts, improving administrative methods, and deepening administrative system reform, quickening government construction.These preliminary ideas can be regarded as positive responses to practical problems, and also the practical significance of the present thesis.
