On Geographic Affinity System

As China has formed a history tradition of emphasizing hometown atmosphere and blood ties, combined with the reality of China's democratic system, in addition, the supervision mechanism is not yet perfect, so our newly developed "The Civil Service Act in China" has clear regulations about the geographic affinity.This article holds that in such a country as China where the concept of geography is of great attention, on realities that the state's legal system and the administrative system have yet to be perfected, It is necessary and of great positive and practical significances that "The Civil Service Act in China" stipulates geographic affinity.Geographic affinity can avoid the affections from their birth and growth backgrounds to the mainly leaders of grass-roots government especially the grass-roots administrative organizes when they exercise their executive powers at all levels to ensure the fairness of the exercise of authority.It goes without saying that geographic affinity can play a positive role in the prevention of the formation of grass-roots protection forces, civil servants' self-protection, and the improvement of administrative efficiency, the building of harmonious administrative interpersonal relationships in the existing administrative system; and it will also be conducive to safeguarding social stability and development objectively.However, when considering the practical significance geographic affinity system , we should also be concerned, the implementation of the geographic affinity system, although in theory it cuts the interest of "root causes", to a certain extent, deprived some people's right to representation in the grass-roots government, if it exists in a long-term is bound to hinder the development process of democracy in the future , thus we must find a way to improve and adapt it gradually to avoiding it, in order to adapt to progress and development of future grass-roots democracy. This is the central topic of this paper.This paper is divided into three sections. The first chapter introduces the geographic affinity system; focusing on the system's basic theory and specific analysis of the civil geographic affinity, the current need for the establishment of the system. The second chapter on the basic concepts of democracy analysis from and the essential characteristics of the grass-roots democracy, giving a comprehensive analysis of the inner contradictions between geographic affinity systems and the grass-roots democratic system, bring forward the existing problems.The third section is the focus of this paper, putting forward the three stages to resolve the inherent contradictions between geographic affinity and grass-roots democracy: First, the maintenance phase of "avoiding the dominance, democracy supplement" , that is the status quo of the geographic affinity system, on a competitive basis by the expansion of democracy; The second is the "autonomy experiments, the system coexist "The reforming stage, the partly pilot projects of grass-roots self-government, build up the experience of grass-roots democracy direct elections; The third is the "experience of the promotion, grass-roots self-government" the stage of development, grass-roots self-government is fully under way, to protect the fully implement of the grass-roots democracy of direct elections with laws and various measures.When appreciating the significance of the geographical affinity system, I also bring forward a "three-step" program of how to eliminate the affections of geographic affinity system to the development of grass-roots democracy in China, although the program does not necessarily accurate, the requirements of the program is precisely the objective of this paper which is the developing direction of the grass-roots democracy in China.
