Asymmetric Information And Rural Governance

Studies on village politics in China, is major at the acts, the system and the structure of the township regime construction and the village-level autonomy institution, and its system status and social environment in the entire political system of country and social environment and so on. The national conditions of China and its local sentiment determine the specific roles and missions of the rural governance organization, it is a spokesman of state power at the grass-roots, communicator, executor and defenders for the top policy. Analyzing the village governance system by the model of relationship between the state and social is good for the realization of roles and functions of the "state" and "society" in a specific period and phase, but it can not be a deep exploration of the root for the stagnation rural governance and the causes of good governance. Especially nowadays, our country is faced with a historical moment of building a harmonious society and new rural, Gen-Probing into source and analyzing the crux of the problem is an urgent task.As a bridge to link state and society, rural governance systems will inevitably play an intermediary role of the information circulation. State understands current situation and ethnic customs through rural governance's feedback; people also learn the oriented-goal of the state through the governance systems' transmission (of course there are other channels for the dissemination of information. But this is mainly limited to organizational communication).But the information will occur some matters in the process of arriving to audience and change the primary information; Some is caused by the human factor, but some is the objective result of news production process. As a matter of fact, the information original significance will be different from the audiences' influence. Currently ,in village governance process, the dissemination process of information appeared some problems and others, leading to the " mutual understanding" blocked, information "loss" or "shrink", the information of the government and the people possessing is not balanced, showing asymmetric distribution, which causing village governance facing difficulties, even affecting the entire political system to operate normally and effectively.The real experiences of asymmetric information under rural governance, determine that we should analyze the nature of the phenomenon through the surface, which is the only way to improve the current situation and lay the foundation for development through exploring an effective path. In the sight of communication science, the analysis of the entire process and the way of information transmission will help to understand the crux of the problem for the rural governance system, so that we can open the new development mentality. The conclusion from in-depth analysis is that: the lack of system building is fundamental, the relatively lagging behind of infrastructure construction is the key, and the result of the low quality for communicator and recipient and other composite factors also work. Therefore, making up some related gaps of the current village governance, improving basic building and the act, is the path-dependence for developing harmony and embodying livelihood.
