In recent years,the frequency of unexpected incidents in rural areas has increased year by year,and has risen to be one of the major contradictions that threaten social harmony and stability.As the main treatment of rural emergencies,government and under the control of the media to be proactive and timely release of information,the correct guidance of public opinion,to avoid the dissemination of information imbalance,in order to resolve emergencies brought by rural social crisis.This article mainly from the perspective of public management,the definition of emergencies,imbalance,information imbalance,communication concept,using the crisis management and information dissemination management theory,carry out the analysis of rural emergency communication theory,focuses on the main reason and harm of rural emergency communication and the formation.Taking Ninghua county rural emergency disposal of Sanming City as an example,analyzes the current situation of the imbalance of information dissemination in rural areas of Ninghua County in the event of an emergency,and through the questionnaire survey,data collection and analysis,found that the imbalance of emergency information dissemination in rural areas are the main means of information dissemination,backward information release mechanism is not perfect,low,farmers' information literacy media the lack of guidance information and information dissemination channel control and other influencing factors,so as to put forward from the overall Strengthen the network of public opinion monitoring,focus on building a public accountability mechanism;establish and perfect information release system,improve information dissemination law;objectively report the news events,the media set up positive guidance consciousness;to build effective users interactive platform,advocate the audience of Internet users consciously self-discipline;training farmers'media literacy,improve farmers' ability to obtain information;play the mainstream media guide the role,to improve six aspects to strengthen the ideological and moral education,hoping to provide some reference and ideas for the government to carry out the countermeasures and management of public emergencies.
