At present, Chinese society is experiencing a deep transformation.In order to adapt to the changing environment at home and abroad,to continue to promote the healthy and stable social and economic development,all levels governments in China are undergoing extensive and profound administrative reform.To be successful reform,on the one hand needs thinking and decision-making at the macro level, on the other hand can not desert "the management of heart" to the civil services at the micro level. Civil services' psychological contract not only is the psychological tie to link civil servants and the government , but also is an important factor affect to civil servants' psychology and behavior. It plays a strong role in the decision to efficiency of the government, as well as changes in the administrative functions and the success of administrative reform.Administrative reform is government's recycling, but also is adjustment process of government and civil servants' psychological contract.The current administrative reform has put forward higher requirements and placed more expectations to the civil services,it is inevitably bringing strong psychological shock to civil servants, and the traditional government personnel management lacks of the spirit of humanism,some misconduct in the process of reform,faultiness of civil service management system and so on, all of these often lead to civil servants' psychological contract breach and violation, then hurt the reform itself.Therefore,this thesis researches psychological contract of civil servants in the process of administrative reform,discusses the infection on the civil servants' psychological contract from administrative reform,investigates the status of the civil servants' psychological contract breach and violation,sums up symptom and fatalness of civil servants' psychological contract breach and violation,analyses the reasons of civil servants' psychological contract breach and violation,in the end supplys methods to restructure and maintain the civil servants' psychological contract.
