The concept of psychological contract made since the twentieth century, since the sixties, its theoretical value and practical significance has been widely recognized. Because of its implications has important theoretical and practical value, so it becomes the field of human resource management is one of the hot issues. After decades of development, the psychological contract management applications in the enterprise has made a lot of results, but the field of public administration for the relative lack of research. Therefore, administrative organizations and civil servants and the introduction of the theory of the psychological contract to study, improve management efficiency would be a new thinking and new methods.The official start in the empirical analysis of this background study.
