The relationship between cadres and the masses in our country's social life is an objective and basic relationship. The harmonious relationship between cadres and the masses is significant for the construction of the harmonious socialist society. Especially in the rural areas it is a major and complicated theory and practical task.China is a great agricultural country. The prosperity and the stability of agriculture result in the great development of the whole country. Agriculture is the basis of the national economy. Without the harmonious relationship between cadres and the masses,the constant development of the agriculture,the stable increasing of the peasant's income,the wealth of people and the stability of the whole nation can not be realized. With the increasingly prominent issue of the "three rural" in some areas,the slower development of the economy,the heavier burden on farmers,the tensions between cadres and the masses have hindered the construction of the harmonious socialist society and the building of a new socialist countryside and it seriously affected the overall stability in the rural society. Therefore,the establishment of the harmonious relationship between cadres and the masses is significant for a harmonious socialist society.The thesis is divided into four parts,from the perspective of ethic---"should"or"in fact",taking the harmonious relationship between cadres and the masses as my topic,it does some research on the harmonious relationship between cadres and the masses in Maxist standpoint,hoping to build on the healthy,harmonious new rural masses,and for the benefits of building a new socialist countryside and a socialist harmonious society.Harmony between cadres and the masses in rural areas is a very complicated system,in this system,two or more parties request contradictions in uniform in a spirit of mutual accommodation,coordinated operation,benign transformation and integration,making the cadres and the masses in the rural areas be a healthy,full of vigor and the vitality of harmonious state always. The cadres and the masses in rural areas reflect the essence of the Party and government and the masses of peasants relations. The harmony between cadres and the masses in the rural areas,the cadres are the main aspects of the conflict. Because whether it is in economic life,political life or social life,cadres is not only the embodiment and defenders of the mass's interests,the organizer and coordinator of the mass's behaviors,but also the guidance and educator of the mass's awareness. At the same time,cadres have a certain power and the exercise in the ruling party organizations and administrative departments on behalf of the people. Therefore,in the building of the harmonious relations between cadres and masses,rural cadres should adhere to the ethical principles,including the people-centered,be good at others,just and kindly.At present,Chinese relationships between cadres and the masses in rural areas emerged several new trends: the management relations between cadres and gradually weakening,interactive gradually increasing,the understanding and supporting of masses to cadres also gradually increasing,meanwhile,there is an interest conflict and tension relation between the cadres and masses. The main reasons of these are including: a significant shift in the pattern of interests,a fetish of the traditional clan's sense,the dislocation of the role of rural grass-roots cadres,the moral decline of some peasant masses,weakening emotional ties between cadres and masses,etc. In China's rural areas between cadres and the masses,harmony is the mainstream, and tension is not the mainstream, while we can not neglect it. Thus,the rural harmony between cadres and the masses need the cadres and the masses work together,from the ethical level,rural cadres need to strengthen moral self-control,the peasant masses need to raise its main qualities and abilities. Meanwhile,in the day-to-day work and life exchanges,it's need to establish a communication mechanisms between the cadres and the masses,ensuring the maintenance of the harmonious relationship.In short,only we pay attention to the role of the protection and encouraging role of the harmonious relationship between the cadres and the masses in rural areas, make great efforts to the points that I have mentioned above,create a relation in complete harmony between cadres and masses,and let the harmony between cadres and the masses in rural areas as a push of building a harmonious society,the great invent of China's new rural and socialist harmonious society building will achieve greater results.
