Regarding to the practical problems in current ethic evaluation for leaders in public sectors, the thought of rebuilding "the Ethic Evaluation System" is brought forward to improve the maneuverability and the probability in distinguishing different ethic levels. Based on modern managerial concepts such as classification and KPI, a completely new system of evaluation indicators is designed and established in terms of the needs and realities in Jiangbei District, and the weights for each indicator is appraised by both AHP Method and Specialist-Average Method. The standardized frame of reference is set as the criterion for grading each indicator, the sources of data for evaluation is determined according to various evaluation methods for different types of indicators, and two questionnaires are developed accordingly. On data processing, Fuzzy Comprehensive Evaluation Method is introduced to quantify the results of Qualitative Indicators and Semi-qualitative Indicators, and then Efficacy Coefficient Method is applied to standardize the numerical values of all indicators. As a significant part of the whole Ethic Evaluation System, the application program and its databases are developed to realize the automation in data collecting and data processing.
