Among many means of dealing with environmental problems, environmental education plays a fundamental role. Just as a saying goes: Education is the basis of environmental protection. Other means such as administrative means and legal means all need education. Only when people know the relevant economic means and technical means can they adopt them to deal with environmental Problems. The implementation of environmental education should be guaranteed by law. The environmental education laws are not only the legal weapons for protecting people's legal rights and interests, but also the very important means of international communication and cooperation in environmental education.Since the concept of environmental education was first brought forward by international community, many countries in the world began to carry out environmental education and constitute relevant laws. America is the first one which enacted the National Environmental Education Act in 1969. Japan made great achievements in this field, too. Other countries such as Russia, India and Uganda, etc, have prominent successes in some aspects.Comparatively, China is still at the initial stage. Although China started the environmental education legislation in 1970s, but China has not made much progress. At present, China does not have a special Environmental Education Law. The relevant regulations are scattered in different legal documents, lack of system, administrative mechanism, and legal liabilities. In addition, they are not easy to carry out. Under the circumstances of building a harmonious society in China, it seems urgent to improve the environmental education legislation. We should learn from America and Japan to perfect our environmental education laws and regulations, including the choice of mode of legislation, and comprehensive provisions, etc.
